> ANOTHER INSTANCE OF DDA’s DEVIOUS WAYS !

> Dear Friends,

> The residents of Kathputli Colony are facing intensifying threats of eviction as the DDA continues to frame the residents as « mafia » while flouting its own declared policy as well as the Master Plan of Delhi 2021, and manipulating the press for its devious purpose. According to the Dainik Jagran of January 9, 2015 the Ministry of Urban Development has called for strict action against the mafia for stopping the redevelopment of Kathputli Colony. (article attached).

> The residents have repeatedly written to the DDA, Hon. Lt. Governor, the Minister of Urban Development, as well as the Prime Minister stating that the allegations being made by DDA are false, as has been proven in the orders of the Magistrate’s court. It would be useful to remember that the project is said to be stalled for the last 4 years but there has been no reference to any mafia stalling the work previously. While the DDA has been indulging in a continuous misinformation campaign, the local MLA R.P.Singh has been making promises to ensure that no genuine family will be excluded from the housing scheme. But the Ministers of this Government are being misled into dismissing the genuine claims and demands of the residents of Kathputli Colony.

> In spite of the orders of the Hon. Delhi High Court for a re-survey of all eligible families, DDA has rejected the documents of several hundred families and declared them to be ineligible. (examples of such genuine families attached). The DDA has airily denied any violations of the Master Plan 2021, but not given any details for rebutting the facts pointed out by the residents as per High Court orders. (list of violations attached). The DDA is passing the buck on to the DUAC (Delhi Urban Arts Commission) which has in turn questioned the DDA as to why they are being named in this manner. (DUAC letter attached). The transit camp constructed at Anand Parbat has also not been improved as per High Court orders. (a report on status of transit camp attached).

> On the other hand, extra land is being siphoned off to the builders under the PPP project for the Redevelopment of Kathputli Colony as the land earmarked for commercial activities for slum dwellers has been given to the builder for construction of a shopping complex. The DDA continues to maintain that there are only 2641 families while it has itself found at least 12 more families eligible through the resurvey while declaring many others ineligible on arbitrary grounds.

>
> The DDA’s devious behaviour has not only caused distrust in their intentions but has led the residents to continuously attempt to represent their concerns to higher authorities. But the residents have been repeatedly misled by the DDA and politicians, and have even been brutally assaulted by the Delhi Police in August 2014 who threatened them to vacate the land or face further violence !

> Recent announcements made by the Hon. Prime Minister regarding provision of housing to all found eligible up to 1 June 2014 seem to be unrealistic in this context of different government agencies adopting unfair means to deny housing rights to slum dwellers in Delhi. These efforts divert our attention from the real questions of why there is a housing shortage in the first place, whether siphoning of land to private developers is the solution to the housing problem at all and, most importantly, are the authorities listening to the people ?
